Of Assessments, or Taxes.

First, Whether it be Univer∣sal. -
Secondly, Whether it be Equal. -
Thirdly, That the Collection of it ought to be considered. -
Fourthly, That the Collection be not attended with much Trou∣ble to those that are to pay the Tax. -
Fifthly, A near Estimate how much 'twill raise, ought to be known. -
Sixthly, The Time known, when the whole shall be brought into theExchequer,

First then, That this Tax is Uni∣versal. -
Secondly, That this Tax is Equal. -
Thirdly, The Charge of Col∣lecting it. -
Fourthly, That the Collection be not attended with too much trouble to those that are the Con∣tributors. -
Fifthly, A near Estimate how much it will raise, ought to be known; As for Example, from the Excise ofLondon a Compu∣tation may be made, what a Du∣ty of 3d. per Bushel upon all the Malt ofEngland would produce, in this manner. -
Sixthly, The time known when the whole Tax shall be brought into theExchequer.
